Is RUBS a Junk Fee?

Across the country, there is growing scrutiny of junk fees in housing—charges that are:

  • Difficult to understand

  • Not clearly tied to a specific service

  • Hard to verify or predict

Some tenants and advocates are asking:

When utility charges are not based on actual usage, should they be considered a form of junk fee?

ARLO Woodland Hills: What’s Changed—and What Hasn’t

While ARLO Woodland Hills is being marketed with a new name and updated exterior, tenants should understand that rebranding does not necessarily change how costs are structured behind the scenes.

The property is part of a portfolio owned by Equity Residential, one of the largest corporate landlords in the country. Across large real estate portfolios, tenants and advocates have increasingly raised concerns about the use of RUBS (Ratio Utility Billing Systems) as part of the overall cost structure of renting.

At ARLO Woodland Hills:

  • Rebranding does not necessarily mean billing systems have been modernized

  • Utility charges may still be calculated using RUBS formulas rather than actual usage

  • Transparency into how charges are determined may remain limited

How RUBS Utility Billing at ARLO Woodland Hills Raises Tenant Cost Concerns

Under California law—including the California Tenant Protection Act of 2019—rent increases are subject to certain limits. However, utility charges and other non-rent fees are often treated differently, which has led to broader questions:

  • Are additional charges increasing the true cost of housing beyond advertised rent?

  • Do formula-based utility systems reduce transparency for tenants?

  • How should these costs be understood in the context of overall housing affordability?

In this context, some tenant advocates have raised concerns that charges like RUBS can function as an additional layer of cost outside of base rent, making it harder for tenants to fully understand and predict their total monthly expenses.
