What Is RUBS (and Why It Matters)

Many apartment buildings use something called a Ratio Utility Billing System (RUBS).

Instead of charging tenants based on actual usage, RUBS:

  • Divides total building utility costs using formulas

  • Allocates charges based on unit size, occupancy, or other factors

  • Does not reflect individual consumption
